Resident registration and owner verification

How an owner registers for the portal, how the service checks them against public property records, and what a manager does with the ones it cannot confirm.

ForResident

The registration form is public, because the people who need it do not have accounts yet. You fill it in once. Either the service can confirm you against the county’s own property records, in which case you get a sign-in link straight away, or it holds your registration for a manager to look at.

    The street address of the property itself, not a post office box. Type it as it appears on your deed or tax bill.

    Both are on your closing paperwork. It is optional, and giving one lets more registrations be confirmed without waiting for a person.

    The three outcomes are below. The page tells you which one you got, and none of them leaves you guessing.

Owners only, for now

Registration is for owners. Renters are not in scope yet, so a tenant cannot register for the portal even with the owner’s agreement.

If your home is owned by a trust or a company

A home held by a trust, an LLC or any other entity is never confirmed automatically. It always goes to a person to review. That is a rule rather than a threshold, so no amount of extra detail on the form will change it.

The form never says whether an address is already registered, and never says whether an email address is known. That is deliberate. An answer either way would let anyone test whether a neighbour has an account, or which homes are occupied, using a public form and no credentials.

It also shares the sign-in system’s rate limit: five attempts per address per hour, counted across the whole service. A registration that is confirmed automatically sends a sign-in message and draws on the same five.

Held registrations land in the resident roster with a pending filter. Operators and managers decide them. Board members can see the queue and cannot decide it.

    Every pending registration shows the name and address the person typed and what the match found.

    Approve or reject, with a reason

    A reason is required. The decision is recorded against the registration, so a later question about why somebody was turned away has an answer that is not somebody’s memory.

    Expect the second decision to be refused

    Once a registration is decided it is no longer pending, and a second approval is refused rather than quietly applied twice. If you see that refusal, somebody else got there first.

Where the owner records come from

Ownership is checked against the county’s own public parcel roster, held in the service and refreshed from the source. It is not a list the association types in, which is the point: a roster the association maintains is a roster the association can be wrong about, and the person it is wrong about is the one being refused an account.

Operator only: refreshing the roster

Refreshing owner records is an operator endpoint and applies changes by default, so run it as a dry run first if you want to see the shape of a change before making it. It answers with counts and a run id, never a list of the units that changed, because the change events are the record and a second copy of them in an HTTP response is the copy somebody ends up reading.

That is a fair place to be, and it is usually faster to ask than to keep reading. Your association's management office can tell you whether what you are hitting is a permission, a setup step or a fault. Say what you were trying to do and what the screen said. If it needs changing at the service level, they will bring Vara in.
